Community Health Officers are the grass root medical practitioners who had graduated with Diploma in Medicine and rural health care from Medical Institute,Jorhat(MIJ). Medical Institute,Jorhat was established in 2005 by Govt of Assam introducing an act named Assam rural health regulatory Authority act 2004.The main aim of this act to creat some dedicated health officials who will minimize the shortage of Medical practioners.The first batch of this workforce was appointed in 2009 by NHM of Assam and till total 571 CHOs are posted in different Health centre of Assam.
According to official data CHO had already treated around 70 lakhs OPD patients and conducted around 70 thousand of normal delivery only in 8 years.
The CHOs are continuously servicing in national and natural calamities of Assam with great dedication and enthusiasm.

7th pay Commission - Bringing new hope
7th Pay commission has recommended that RHPs should be posted at SD/SC as category one level officers and other officer should be posted above level.
Please read as below-
(vi) Reorganization: The recommendations regarding pay structure is expected to make the health service more attractive and it can be hoped that it will improve the situation of non availability of doctors to some extent. Commission further recommends to reorganize the primary health care system. 7 th Assam Pay and Productivity Pay Commission 108 It is recommended that the entire system should be divided in three categories and the services to be provided by each category be defined and managed by officers in the following manner:-
Category 1 – It should consist of Dispensaries and institutions below it including Sub-Centres and should be manned by Rural Health Practitioners with diploma qualifications. The services to be provided by these institutions should be limited according to the competence of Diploma Holders.
Category-2 – It should consist of institutions above the dispensaries and below the FRUs and should be manned by MBBS degree holders. The services provided by these institutions should be all inclusive, limited by the available facilities and include referrals to appropriate higher institutions.
Category 3 – It should consist of institution of FRU, Sub-Divisional/District Civil Hospitals and other Specialized Hospitals below the Medical College Hospitals and should be manned by MBBS/PG holder doctors. The services provided by these institutions should be all inclusive and limited by available facilities. It should also include referrals to Medical College Hospitals

DMRHC (3 years Medical course )
Govt. of Assam has successfully come forward to search out a novel path for solutions of the problems of Health Care Delivery System in rural areas by producing a set of skilled health professionals called Rural Health Practitioner (RHP)s through introduction of a new course called Diploma in Medicine and Rural Health Care (DMRHC) course.
DMRHC course is a 3 year course with another six months period of internship training.
On 4th September, 2004 the Assam Rural Health Regulatory Authority Act, 2004 of the Assam Legislative Assembly received the assent of the Governor. It was notified on 9th September, 2004 and published in The Assam Gazette Extra Ordinary on 18th September, 2004.
The Main Objective of the Act.
To provide for the establishment of Regulatory Authority in the state of Assam to regulate and register the diploma holders in Medicine and Rural Health Care (DMRHC) and their practice of Medicine in rural areas.
To regulate opening of Medical Institute for imparting Education and Training for the course of Diploma in Medicine and Rural Health Care (DMRHC).
